When it's time to decide which crew gets this week's critical task, the call is usually made by gut feeling — "those guys are fast" — without checking whether that speed comes with rework and incidents that end up costing more time than they save.
The skill groups task history by task type, calculates each crew's raw productivity, adjusts it against the group's average incident rate, and produces a final ranking per task type with an explicit recommendation on which crew to assign the next critical task to. It doesn't measure a crew's performance against budget — it compares crews against each other to drive an assignment decision.
What it doesn't do: it doesn't replace the foreman's judgment on availability, and it doesn't analyze root causes of performance (that's covered by the Labor Productivity Analyzer, which measures a trade's absolute performance against budget). This skill answers a different, more operational question: of the crews available today, who gets this task?
