A change order log grows one entry at a time, and by the time it has fifteen or twenty rows, nobody in the weekly owner meeting can say off the top of their head which division is driving the cost, which change orders have been sitting unapproved for two months, or whether the same trade keeps coming back with more scope changes than the others for a reason worth investigating.

The skill takes a change order log where each entry is tagged with its CWICR division, cost impact, schedule impact in days, status, and originator, and rolls up cost and schedule impact by division, flags anything pending more than 30 days (and anything past 45 as stale enough to escalate), and flags a division racking up a disproportionate share of change order count — distinguishing a division where that volume also concentrates cost, which points to a scope definition gap in the original design, from one where it doesn't, which usually just means coordination noise. It outputs a change order log summary ready to hand to the owner or the GC.

It doesn't decide whether a pending change order should be approved, doesn't draft the change order pricing or narrative, and doesn't check whether the CWICR coding on each row was assigned correctly in the first place — it rolls up and flags what the log already contains, nothing more. And it's a different tool from the "Change Order Manager for Construction Sites" already in this library: that one works off critical-status and unbilled extra work without any shared cost-code structure across entries, while this one needs a CWICR code on every row so it can compare cost and volume division by division — pick the one that matches how your log is actually built, they don't overlap.
