A proposed unit rate on a new estimate looks fine in isolation, but next to what the same CWICR code has actually cost on the last four closed projects, it can be running 25% under what the work realistically takes or 50% over what a competitor would bid — and without the history in front of you at the line-item level, neither pattern is visible before the estimate goes out.
The skill takes actual unit costs by CWICR code from several closed past projects, plus the proposed unit costs on a new estimate, and benchmarks every proposed rate against its own code's historical range: min, max, mean. It flags a rate that's suspiciously low as a budget risk rather than a saving, flags a rate that's out of step on the high side as a competitiveness risk, and calls out separately any code with too few historical data points to benchmark with real confidence, instead of quietly ignoring the gap.
It doesn't build the historical dataset for you, doesn't judge whether project types or regions are comparable enough to pool together, and doesn't explain why a flagged rate is off — that always goes back to the estimator or the subcontractor to confirm scope, not to an auto-corrected number.
