CWICR Location Cost Factor Adjuster

An estimate built for one city rarely holds up in another: labor rates, material delivery costs, and local code requirements all shift, but reapplying a single blanket percentage to the whole bid hides exactly which divisions move the most and which barely move at all.

The skill takes a baseline CWICR-coded estimate and a location cost factor table for the origin and target cities, recalculates the adjusted amount division by division, reports the dollar and percentage swing for each one, and flags the divisions with the largest moves so they get a second look before the bid goes out.

It does not supply, look up, or generate official city cost index numbers — indices like RSMeans City Cost Indexes or ENR's Building Cost Index by city are licensed data products, and the skill says so directly: you bring your own factor table from whatever source you already have access to, and it only does the math correctly on top of it.
