The skill processes the closeout documentation checklist, calculates overall and per-category closeout percentage (technical documentation, permits, warranties, financial, client handover), identifies which items block final settlement, and flags the ones running overdue. What it doesn't solve — and the skill says so itself — is the physical defect walkthrough before handover: that's a separate skill, the Punch List Manager for Construction Sites. This one handles only the administrative closeout, not the physical state of the site.
